I have re-installed the theme changer. Members are now allowed to change themes.
To use: Just click on the T icon and a little box pops up drop down with all of the theme names select a skin-->click on theme you want to use --->click on Accept-->click on confirm and your theme should now be the one you chose. It does send you to your settings page. That is normal as that is where the themes are actually located. Hope this helps members to choose the themes they want to use.
